Level 7 Apprenticeship funding changes

From 1 January 2026, the government will implement changes to the funding of Level 7 apprenticeships in England.

What are the main changes?

For apprentices starting on or after 1 January 2026

Government funding will continue for new Level 7 apprentices starting who are:

  • Aged 16 to 21, or

  • Under 25 and either a care leaver or have an Education, Health and Care Plan (EHCP) at the start of their apprenticeship.

Government funding will be removed for Level 7 apprentices aged 22 and older.

For apprentices starting their programme on or before 31 December 2025

Current apprentices, as well as those who begin their programme before this date, will remain fully funded through to completion under the existing funding arrangements.

What this means at BPP: 

From January 2026 we’ll continue to provide access to qualifications through our Level 7 apprenticeships to those eligible or commercially funded giving employers and learners the opportunity to enrol under the new funding rules. 

Additionally, we have and are always reviewing our apprenticeships to provide enhanced programme structures and alternative routes to qualification via enhanced programme structures and pathways, ensuring that BPP remains the trusted partner for developing high-level professional skills.
