Qualified Lawyers Transfer Scheme 

What is QLTS?

The Qualified Lawyers Transfer Scheme (QLTS) was introduced on 1 September 2010 and replaces the Qualified Lawyers Transfer Test (QLTT). The QLTS is governed by the Qualified Lawyers Transfer Scheme Regulations 2010.

As with the QLTT, the QLTS is regulated by the Solicitors Regulation Authority (SRA). It enables international lawyers from a wide range of jurisdictions, and other UK lawyers, to qualify as Solicitors of England and Wales.

Lawyers from a wider range of jurisdictions may apply for a Certificate of Eligibility under the QLTS Regulations than was the case under the QLTT Regulations. For the latest list of eligible jurisdictions, please contact the SRA.

Does BPP offer QLTS training?

BPP does not currently offer any training for the QLTS Assessments, however, we hope to be able to offer training in the future and any announcements will be made here in due course.

What does QLTS assessment involve?

QLTS assessments are in three parts:

  • Part 1 is a Multiple-Choice Test (MCT)
  • Part 2 is an Objective Structured Clinical Examination (OSCE) - a practical Assessment that will test interviewing and advocacy skills in the context of three areas of practice - Business, Civil and Criminal Litigation, and Property and Probate.
  • Part 3 is a Technical Legal Skills Test (TLST) - a skills Assessment that will test legal research, drafting and writing skills in the context of the above areas of practice: Business, Civil and Criminal Litigation, and Property and Probate.

You must pass all three Parts of the QLTS within the five year validity period of your Certificate of Eligibility. You will have a maximum of three attempts at each of the three Parts within that validity period.

What are the QLTT transition arrangements?

Transitional arrangements are in place for the QLTT, and BPP continues to offer the tests and a wide range of study options to candidates who applied for a QLTT Certificate of Eligibility from the Solicitors Regulation Authority (SRA) prior to 1 September 2010.

LPC exemptions

The Legal Services Board has approved changes to the QLTS Regulations that enable the SRA to grant an exemption from the Part 1 Assessment (the MCT) to applicants who have passed the LPC.
